LIRR branch realities, what a NYC budget buys by village, and the apartment-to-house costs people forget. The North Shore relocation guide from The Scout Residential Team at Compass.

The Short Answer

Buyers moving from New York City to the North Shore of Long Island should start with the train. The electrified Port Washington Branch runs direct to Penn Station and Grand Central Madison. The diesel Oyster Bay Branch serves Roslyn, Greenvale, Glen Head, and Sea Cliff, with a Jamaica transfer. Budget, lot size, taxes, and verified school district zoning follow.

Every move from the five boroughs to the North Shore of Long Island runs into the same three surprises. The train is not one system, it is several, and they do not behave alike. The map is not one layer, it is three, and a mailing address tells you almost nothing about the other two. And the monthly number is not the mortgage. This guide covers all three in the order they actually matter to a decision, and it closes with a routing table that points you to the specific town or village guide you need next.

A relocating buyer needs that same question answered in reverse.

One note on scope before we start. This guide describes commutes, prices, taxes, lot sizes, zoning, and factual school district assignment. It does not tell you who belongs where. Those are decisions only you can make. Our job is to make sure you make them with accurate information.

How Does the North Shore Actually Work? Towns, Villages, and Hamlets

Nassau County is made up of three towns, Hempstead, North Hempstead, and Oyster Bay, plus two cities, Glen Cove and Long Beach, and it contains 64 incorporated villages and more than 60 unincorporated hamlets. The North Shore market covered in this guide spans two of the towns, North Hempstead and Oyster Bay. Inside those towns sit two very different kinds of community, and the difference carries real financial and practical consequences for a buyer.

Incorporated Villages

An incorporated village is a separate unit of local government with its own mayor, board of trustees, tax levy, building department, and code. On the North Shore these include the Village of Roslyn, incorporated January 11, 1932, Roslyn Estates, incorporated June 8, 1931, East Hills, incorporated June 24, 1931, Flower Hill, incorporated May 25, 1931, Roslyn Harbor, incorporated October 17, 1931, Sands Point, incorporated in 1910, Old Westbury, incorporated in 1924, Brookville, incorporated in 1931, and Sea Cliff, incorporated in 1883.

Village government is not ceremonial. The Village of Roslyn Harbor, for example, runs its own building department, collects its own taxes, and coordinates road maintenance, sidewalk and shoulder maintenance, snow removal, street lighting, storm water management, and garbage and recycling collection, alongside a board of trustees, planning board, zoning board, and tree committee. If you plan to renovate, that village building department is who you will be working with, not the town.

Villages can also mean amenities. The Park at East Hills, which opened on Labor Day 2006, includes a pool, nature walks, senior facilities, fitness facilities, and tennis, pickleball, and basketball courts, and it is a village facility for village residents.

Unincorporated Hamlets

A hamlet has no village government. It is administered directly by its town and is defined by the Census Bureau as a census designated place rather than a municipality. Roslyn Heights, Greenvale, Albertson, Jericho, Syosset, and Woodbury are hamlets, not villages. Roslyn Heights recorded 6,747 residents in the 2020 Census and Jericho recorded 14,808, so hamlet does not mean small. It means there is no additional layer of local government between you and the town.

Postal Addresses Cut Across All of It

This is the single most common source of confusion for a relocating buyer, and it is worth reading twice. A ZIP code tells you which post office delivers the mail. It does not tell you the village, the town, or the school district.

The Village of East Hills uses three postal designations: 11548 Greenvale, 11576 Roslyn, and 11577 Roslyn Heights. The Village of Flower Hill uses three as well: 11030 Manhasset, 11050 Port Washington, and 11576 Roslyn. The Village of Roslyn Estates uses both 11576 Roslyn and 11577 Roslyn Heights. Meanwhile the Village of Brookville, which sits in the Town of Oyster Bay, carries 11545 Glen Head and 11548 Greenvale addresses. A house with a Roslyn mailing address may sit in the Village of Roslyn, the Village of East Hills, the Village of Roslyn Estates, the Village of Flower Hill, or in an unincorporated part of the Town of North Hempstead.

Three things a North Shore mailing address does not tell you

  • Which village, if any. Village boundaries and postal boundaries were drawn by different institutions for different reasons and they do not align.
  • Which town. The Village of East Hills sits primarily in the Town of North Hempstead with a small northeastern section in the Town of Oyster Bay. The Village of Old Westbury spans both towns.
  • Which school district. District boundaries follow neither village lines nor ZIP codes. Verify assignment by address with the district itself.

Which LIRR Branch Will You Actually Ride?

If you are coming from Manhattan, Brooklyn, or Queens and you intend to keep commuting, the Long Island Rail Road decides more about your shortlist than any other single factor. The LIRR is the busiest commuter railroad in North America, carrying an average of 336,300 weekday passengers in 2025. Three of its lines matter for the North Shore, and they are not interchangeable.

The Port Washington Branch: Electrified, Direct, No Jamaica Change

The Port Washington Branch is the outlier of the LIRR system, and the outlier works in a commuter’s favor. It is fully electrified on 750 volt DC third rail for its entire length, and it is the only LIRR branch that does not serve Jamaica. It splits from the Main Line at Winfield Junction in Queens, which means passengers connecting to other LIRR services transfer at Woodside rather than Jamaica. West of Woodside, all trips continue on to terminate at either Penn Station or Grand Central Madison.

Its stations, running east from Manhattan, are Woodside, Mets-Willets Point, Flushing Main Street, Murray Hill, Broadway, Auburndale, Bayside, Douglaston, Little Neck, Great Neck, Manhasset, Plandome, and Port Washington. For North Shore purposes the last four matter most: Great Neck at 15.9 miles from Penn Station, Manhasset at 17.2 miles, Plandome, and Port Washington at 19.9 miles, all in fare Zone 4.

The Oyster Bay Branch: Diesel East of East Williston, Change at Jamaica

The Oyster Bay Branch splits from the Main Line at Mineola and runs northeast to Oyster Bay. Its stations are Mineola, East Williston, Albertson, Roslyn, Greenvale, Glen Head, Sea Cliff, Glen Street, Glen Cove, Locust Valley, and Oyster Bay. Everything from Albertson east is fare Zone 7.

Here is the part that decides commutes. The branch is electrified only between Mineola and East Williston. That segment was energized by June 1934, with the rest of the branch expected to follow shortly after, and the remaining electrification was never built. East of East Williston the branch is served by diesel locomotive trains. The LIRR tested battery-powered cars under an agreement with Alstom entered in April 2021, and in July 2022 announced that retrofitting existing trains with the technology had proven unfeasible. West of Mineola, most Oyster Bay Branch trains originate or terminate at Jamaica, with a small number of rush hour trips running through to Hunterspoint Avenue, Long Island City, or Penn Station.

Practically, that means a Roslyn or Greenvale or Glen Head commuter should plan on a Jamaica transfer for most trips, and should plan on it always for Grand Central Madison. Grand Central Madison is a third rail only terminal, and the bilevel C3 coaches used on the non-electrified branches cannot fit through the 63rd Street Tunnel. This is why some North Shore households drive to Manhasset or Great Neck instead. Manhasset is documented as drawing commuters from communities outside the Manhasset Park District, particularly from stations along the Oyster Bay and Port Jefferson branches that sit beyond the end of electrification.

The Main Line and Port Jefferson Branch: Syosset, Hicksville, and Westbury

East and south of the Roslyn cluster, the Main Line and the Port Jefferson Branch serve Jericho, Syosset, Woodbury, and Old Westbury. Syosset station sits at Jackson Avenue and Underhill Boulevard, 30.9 miles east of Penn Station in fare Zone 7. Hicksville, at Newbridge Road and West Barclay Street, is also Zone 7 and is one of the busiest stations in the system, ranking third of 126 LIRR stations by weekday ridership at 21,924 riders per weekday in the 2012 to 2014 count. Westbury sits at Union Avenue and Post Avenue, 23.4 miles from Penn Station, Zone 7, and received elevators, Wi-Fi, and a new parking garage as part of the Third Track project completed in 2021.

The Port Jefferson Branch is electrified west of Huntington, which puts Syosset on the electrified side and gives it through service to both Penn Station and Grand Central Madison.

How Long Is the Commute, Really?

Distance is fixed. Time is not. The rail mileage from Penn Station to Great Neck is 15.9 miles, to Manhasset 17.2 miles, to Port Washington 19.9 miles, to Westbury 23.4 miles, and to Syosset 30.9 miles. Those numbers do not move. Scheduled running times do move, by branch, by time of day, by whether a train runs express or local, and by whether the trip requires a transfer.

We deliberately do not publish a fixed minutes figure per station, because a stale commute number is worse than no commute number. What we tell relocating clients is this: pull up the current timetable for the specific station, at the specific hour you would actually travel, and price the trip on both a peak morning and a normal evening return. Then do the same for the alternative station you would drive to. The gap between the two is often the real decision.

Verify your commute against the live timetable

Until those figures are confirmed and dated, check the branch timetable directly at mta.info. Times change with each schedule revision, and a Jamaica transfer adds materially to the door-to-door total.

Penn Station or Grand Central Madison?

Grand Central Madison opened to LIRR shuttle service on January 25, 2023, with full service beginning February 27, 2023. It was built to cut travel time to Manhattan’s East Side and to relieve Penn Station, and the study that revived the project found that more than half of LIRR riders work closer to Grand Central than to Penn Station. If your office is east of Fifth Avenue, that terminal is worth weighting heavily, and it is the single strongest argument for the Port Washington Branch over the Oyster Bay Branch on pure commute grounds.

The Last Mile Nobody Budgets For

Getting to the platform is its own logistics problem, and it varies sharply by station. The Roslyn station commuter lot on the west side holds in excess of 200 vehicles and is owned and maintained by the Town of North Hempstead. Manhasset station parking is largely restricted to Manhasset Park District permit holders, with limited first-come spaces for non-residents. Port Washington station parking requires a permit through the Port Washington Parking District. Greenvale offers permit parking through the Village of Roslyn Harbor along with metered spaces.

If you are used to walking to a subway, plan for a second car, a permit application with a waiting list in some districts, and a drive of five to fifteen minutes on each end of the rail trip.

What Does a NYC Budget Actually Buy on the North Shore?

The honest answer is that the same dollar buys wildly different things across a fifteen minute drive, and the variation is structural, not cosmetic. Four factors do most of the work.

Lot Size and Zoning

Lot size is a measurable driver of price variance on the North Shore, and unlike most of what buyers are told, it is a number rather than an adjective. The Village of Sands Point requires subdivisions of two acres or more and has no land zoned for business, commercial, or industrial use anywhere within the village. Old Westbury covers 8.57 square miles, all land, with a 2020 population of 4,289, a density of roughly 500 people per square mile. Brookville’s village master plan study identified open space preservation through large lot zoning as an explicit strategy. At the other end, Sea Cliff holds about 4,541 people per square mile across 1.12 square miles of land on the bluffs above Hempstead Harbor, with a village motto of “One Square Mile, 16 Parks.”

Neither pattern is better. They are different products at different price points, and density is the cleanest neutral proxy for what your money buys in land.

The Village Layer

A home inside an incorporated village carries an extra tax line and an extra approval process, and in exchange it carries village services and, in some cases, village amenities. That premium or discount is real and it is priced into the market. It is also invisible on a listing portal.

Station Proximity and Branch

Electrified through service to two Manhattan terminals is a durable, structural advantage, and the market prices it. So does walkability to a station. A house eight minutes’ walk from a Port Washington Branch platform and a house eight minutes’ drive from an Oyster Bay Branch platform are not comparable products even if the square footage matches.

School District Assignment

District assignment affects the buyer pool for a given property, which affects how a home trades. That is a market fact and we state it as one. We do not rank districts, compare them, or recommend one over another. What we do is confirm, in writing, which district a specific address is assigned to, because on the North Shore that is genuinely difficult to determine from a map.

What Costs Show Up When You Trade an Apartment for a House?

This is the section relocating buyers thank us for later. A New York City apartment bundles an enormous amount of cost and labor into one or two line items. A North Shore house unbundles all of it, and the total is frequently larger than the difference in mortgage payment.

How Nassau County Property Taxes Are Structured

The Nassau County Department of Assessment maintains an assessment roll covering more than 423,000 properties with a value of $264 billion, and describes itself as the second largest assessing entity in the State of New York after New York City. Assessment sets the value. Your bill is then produced by applying the rates of every taxing jurisdiction the property sits in: the county, the town, the school district, any special districts such as fire, water, library, and sanitation, and, if the home is inside an incorporated village, the village itself.

Two consequences follow. First, two houses of identical value in the same hamlet can carry different bills if they sit in different school or special districts. Second, the village line is a genuine additional cost that does not appear on most listing portals.

Build the annual number before you set a price

A buyer who prices a house on mortgage plus taxes and then discovers heat, water, sewer service, landscaping, snow, insurance, a second car, and a village tax is a buyer who ends up house-poor in a market they otherwise love. Add every line above into an annual carrying figure first, divide by twelve, and let that number set your purchase price ceiling. How Should You Narrow the Map Without Anyone Telling You Where to Belong?

We get asked a version of “where would you live” constantly, and we answer it the same way every time: we will not tell you where you belong. Steering a buyer toward or away from a community is exactly what the Fair Housing Act prohibits, so we do not do it. What we will do is hand you the four factual filters that actually narrow a twenty community map down to three or four, in the order that eliminates the most options fastest.

Filter One: The Train

Decide whether a Jamaica transfer is acceptable. If it is not, you are on the Port Washington Branch or the electrified portion of the Port Jefferson Branch, and roughly two thirds of the North Shore map falls away immediately. If it is acceptable, the Oyster Bay Branch communities come back in, generally with more land per dollar.

Filter Two: The Village Layer

Decide whether you want village government or not. Village means an additional tax line, a local building department you will deal with directly on any renovation, and in some cases amenities such as The Park at East Hills. No village means the town handles services and there is one fewer authority in your life. Both are legitimate. Neither is a lifestyle judgment.

Filter Three: Land and Zoning

Decide what you need in lot size. The density table above is the fastest way to see the difference between a two acre minimum village like Sands Point and a walkable one square mile village like Sea Cliff. This filter usually resolves itself the moment a buyer sees the numbers.

Filter Four: Verified District Assignment

Confirm the district for the exact address, in writing, from the district. Do not take it from a listing sheet, a portal, or a map. The Village of East Hills sits primarily within the Roslyn Union Free School District, with southeastern portions in the East Williston Union Free School District and the small Town of Oyster Bay corner in the Jericho Union Free School District. Roslyn Heights is mostly Roslyn Union Free School District, with smaller portions in the East Williston and Herricks districts. The Village of Old Westbury is zoned across four districts depending on location: East Williston, Jericho, Roslyn, and Westbury. The Village of Flower Hill is served by the Manhasset, Port Washington, and Roslyn districts, with children attending whichever district corresponds to the residential location within the village. These are boundary and assignment facts, stated without any comparison or ranking among districts, and they are the ones that most often surprise a buyer at contract.

The four filters, in order

  • Train. Jamaica transfer acceptable, yes or no. This cuts the map fastest.
  • Village layer. Extra tax line and local building department, yes or no.
  • Land. Two acre zoning, half acre, or walkable village lot.
  • District assignment. Verified in writing, by address, before contract.

Run these four in order and a twenty community map becomes a three community shortlist in an afternoon. Everything after that is comparing actual houses, which is the enjoyable part.
