The Short Answer
The Links at North Hills is a homeowners association community of 210 homes, each on its own tax lot, in the incorporated Village of North Hills, Town of North Hempstead, Nassau County. Its homes carry Roslyn, NY 11576 mailing addresses. The association, The Links at North Hills Home Owners Association, Inc., dates to 1987, and the community stands on land that was once the Links Golf Club. The Links is in the Herricks Union Free School District.
The Links sits at the southern edge of the Village of North Hills. On the village’s maps it is bounded by I.U. Willets Road on the north and Shelter Rock Road on the east, with North Hills Village Hall, at 1 Shelter Rock Road, on its southeast corner. Its interior streets carry the names of golf courses, among them Augusta Court, Doral Court, Pinehurst Court and Turnberry Lane.
A Roslyn mailing address, a North Hills village government and a Herricks school district on the same street is the normal pattern here, because postal, village and school lines were drawn by different authorities. Our guide to North Shore towns, villages and hamlets explains how those layers fit together.
Where Is The Links at North Hills, and Is It in Roslyn?
The Links is in the Incorporated Village of North Hills, not in the Village of Roslyn. “Roslyn, NY 11576” is the post office name and ZIP code on its mailing addresses, a postal route rather than a municipality. The village, which uses five ZIP codes, issues building permits, enforces zoning and bills the village tax for a Links home.

What Kind of Homes Are at The Links: Condos, Townhomes or Single-Family?
The Links is a homeowners association, not a condominium. Every home sits on its own tax lot, Nassau County assesses each one as a residence in its Class One, and the open land is a separate parcel that the association maintains.
| County record | What it shows for The Links |
|---|---|
| Home lots on Links streets | 210 |
| Property class | Class code 210: 208 lots as One Family Homeowner’s Unit, 2 lots as One Family Year-Round Residence |

The New York Attorney General describes a homeowners association as an organization created by a developer to develop and manage a community of homes, town homes or condominium units, with authority to enforce its covenants, conditions and restrictions and to manage its common elements. For a Links owner, the house and its lot are the owner’s, while the association maintains the shared land and facilities and charges each owner for that work.
When Was The Links at North Hills Built, and What Was There Before?
The association’s offering plan was submitted to the New York Attorney General on July 7, 1987 and accepted for filing on September 2, 1987, as new construction. The village records that the land was the farm of Isaac Underhill Willets from 1848 to 1898, that the farmhouse later became the clubhouse for the Links Golf Course, and that the property is now The Links at North Hills.
| Date | Record |
|---|---|
| June 24, 1987 | The Links at North Hills Home Owners Association, Inc. filed with the Department of State as a not-for-profit corporation |
| September 2, 1987 | Offering plan H870110 accepted for filing: homeowners association, new construction, 114 units listed on the plan record |
| 1989 to 1991 | Amendments on sales and construction status, the tennis courts, the clubhouse and completion of the recreational facilities |
| 1992 to 1996 | Amendments recording new sponsors, one added lot and a reduced lot count |
| 2012 | Amendment reporting an owner-controlled board and two unclosed lots still owned by the fourth sponsor |
| May 24, 2013 | Amendment 30 accepted, the latest listed for the plan |

Does The Links at North Hills Have a Golf Course?
No. The Links was built on the former Links Golf Club land, and no golf course operates inside it today. The village’s 2025 maps show golf fairways only north of the Long Island Expressway, at North Hills Country Club, Deepdale Country Club and Christopher Morley Park, none of them part of The Links. What The Links has instead is open land and shared facilities: the 97.27-acre common parcel, and the tennis, clubhouse and recreational facilities named in the offering plan’s amendments, recorded as complete in 1991. The association sets their rules and hours.
What Are the HOA Fees at The Links at North Hills?
No official current figure for The Links’ common charges is published. The most recent per-home charge listed in the New York Attorney General’s public offering plan record is $984.60 per home per month, in an amendment updating the association’s 2011 budget, accepted May 11, 2011. That is a historical figure, not today’s charge.
Common charges pay for what the association owns and maintains, from the common land and shared facilities to insurance, management and reserves. The board adopts a budget each year, and a special assessment can be added to the regular charge.
How a Buyer Gets the Current Fee
The current charge, the budget behind it and the seller’s account status come from the association, usually through its managing agent, and reach the buyer through the attorneys before contract. The Attorney General’s database lists The Links under file H870110; plans and amendments not posted online can be requested under the Freedom of Information Law.
| Document from the association | Why a buyer’s attorney asks for it |
|---|---|
| Current budget and common charge | Sets the monthly carrying cost |
| Most recent financial statement | Shows reserves and any shortfall |
| Notice of any special assessment | Shows costs approved but not yet billed |
| Rules and alteration procedures | Govern exterior changes and use of shared facilities |
| Paid-status letter for the seller’s account | Confirms nothing is owed at closing |
Is The Links Gated?
Entry arrangements at The Links, including whether there is a gate or entry staff and how visitors are admitted, are an association matter, so the current arrangement appears in the association’s rules and budget.
Order the association package when you list
At a community governed by a homeowners association, the buyer’s lender and attorney will ask for the association’s documents and the seller’s fee status. A seller who orders them at listing avoids a late delay between contract and closing. Pull the village building department file at the same time, since an open permit will not show up in the association’s paperwork.

Contact the TeamWhat School District Is The Links at North Hills In?
The Links is in the Herricks Union Free School District. The U.S. Census Bureau’s school district boundaries place every street in The Links in Herricks, and the village’s special district map, approved April 16, 2025, places The Links on the Herricks side of the school district lines it draws through the village.
The Roslyn mailing address does not place a Links home in the Roslyn Union Free School District. The Village of North Hills is divided among several districts, labeled on its map as Herricks, Manhasset, Roslyn and Great Neck, and those lines follow neither the village boundary nor the ZIP codes. Our Flower Hill school districts guide explains why the lines diverge.

Residency questions are resolved by the district or the New York State Commissioner of Education, not by the Town.
What Property Taxes Does a Links Owner Pay?
A Links owner receives three bills: a school tax bill and a general tax bill, both collected by the Town of North Hempstead Receiver of Taxes, and a separate Village of North Hills tax bill. The general bill carries the Nassau County, Town and special district levies; the school bill carries the Herricks levy.
| Bill | Collected by | Due dates, as of October 2026 |
|---|---|---|
| School tax, 2026-2027 | Town of North Hempstead Receiver of Taxes | First half due October 1, 2026, payable without penalty through November 10, 2026; second half due April 1, 2027, through May 10, 2027 |
| General tax, 2027 | Town of North Hempstead Receiver of Taxes | First half due January 1, 2027, through February 10, 2027; second half due July 1, 2027, through August 10, 2027 |
| Village of North Hills tax | Village Clerk-Treasurer, Village Hall | Billed June 1, due by July 1; 5 percent penalty for July, plus 1 percent each later month of the fiscal year |
Sources: Town of North Hempstead Receiver of Taxes, Pay My Taxes; Village of North Hills, Village Taxes and Exemptions. Accessed October 28, 2026. When the 10th falls on a weekend or holiday, the Town’s deadline moves to the next business day.
How Much Does the Village of North Hills Levy?
The village raises little of its budget from property tax. The most recent budget it has posted, adopted April 15, 2025 for the fiscal year ending May 31, 2026, totals $2,662,435 in appropriations and raises $10,000 through the real property tax, at a Class 1 rate of $0.3680 per $100 of assessed value. The village uses the Nassau County assessment rather than its own roll.
Assessment, Grievance and Closing
The Nassau County Department of Assessment sets the assessed value, and the Assessment Review Commission hears challenges. For the 2028/29 tax year, the tentative roll is published on January 4, 2027, and the filing period runs from January 4 to March 1, 2027, with no fee to file.
At closing, taxes are apportioned by levy period: the Town states that the first half of the school tax covers July 1 to December 31 and the first half of the general tax covers January 1 to June 30. New owners must notify the Receiver of Taxes and the village of ownership and escrow changes, and when an exemption ends after a sale, restored taxes can appear on a bill up to two years later.
How Does the Village of North Hills Govern The Links?
The Village of North Hills was incorporated in 1929, covers 1,813 acres and counted 2,500 housing units in the 2020 Census. A mayor and four trustees, each elected to a four-year term, govern it and meet on the third Wednesday of each month at 7:30 p.m. Marvin Natiss has been mayor since 2003.
Building Permits and Open Permits
The village building department, at (516) 627-3690, holds the permit file for a Links home, and new applications are filed through its online portal. The village states that a permit is not complete until a Certificate of Completion or Certificate of Occupancy is issued; until then it is an open permit, which may affect an owner’s ability to sell. A change to approved work needs an amended permit, with a filing fee of 1 percent of the added construction cost for alterations.
Zoning: The R-3 District
The village zoning map, approved May 21, 2025, places The Links in the R-3 Residential district. Section 215-11 of the village code allows detached homes there on lots of at least 20,000 square feet and, on sites developed or approved for development before January 1, 1990, attached or detached cluster dwellings averaging no more than two units per acre. A cluster site must keep at least 40 percent of its area as deed-restricted open space. The Links’ offering plan was accepted in 1987.
Services and Special Districts
Police service comes from the Nassau County Police Department’s Sixth Precinct, and the village lists The Links in the Garden City Park fire district. The village map places The Links inside the Garden City Park Water District. Four library districts serve parts of North Hills, and the one for a given home depends on its address. Lowell H. Kane Park, on I.U. Willets Road west of Shelter Rock Road, is open from dawn to dusk to village residents.

In the same window, two trains leave Albertson directly for Penn Station, scheduled at 45 and 46 minutes.
The village shuttle runs Monday through Friday from Village Hall to Manhasset station for village residents with a shuttle pass, renewed each year at Village Hall; riders can park in the shuttle lot at Village Hall. The Manhasset Park District’s station parking pass is limited to residents of that district. By road, the Long Island Expressway and the Northern State Parkway run just north of The Links, and Shelter Rock Road crosses both.
What Should Buyers and Sellers at The Links Know?
A sale at The Links runs on the same New York attorney model as any Roslyn-area sale, with two additions: the association’s documents and fee status, and the village permit file. Our guide to selling a home in Roslyn covers the contract, attorneys, transfer taxes and closing costs, and our North Shore home value guide covers pricing. Three records belong in a Links seller’s file before listing: the association package, the village building department file and the County tax bill showing the school district code and exemptions.
